To act in “shadow areas” which cannot benefit from the state's ordinary programs because of their high cost;

  To carry out basic infrastructure projects in these areas: roads and tracks, electricity, drinking water, schools, health care centers, youth centers, leisure areas;

  To provide an economic base in these areas through micro-credits granted to beneficiaries to carry out agricultural, fishing, handicrafts, or small trade projects;

  To eradicate substandard houses and replace them with decent ones.

To reduce the isolation of “shadow areas”;
To improve the living conditions of their inhabitants;
To guarantee an economic base in these areas through income-generating projects;
To integrate the beneficiaries within the development process, helping them establish their own micro-projects buy providing them with funding (donations and credits);
